UNIVERSE Rice milk face toner is packed with High active compounds and blend of rice extracts to replenish moisture and reveal a fairer complexion. This formula uses Niacinamide PC which lightens the skin by inhibiting the transfer of melanosomes (melanin-laden vesicles) into neighboring keratinocytes and Cetyl Tranexamate HCI (TXC) with increased skin penetration which is considered to be several times more effective at lightening the skin than plain tranexamic acid.
